Wei DAO

Descriptions are read from ProposalCreated logs, so they survive even where a proposal's <id>.dao.wei record was never written — three of these have none on-chain.

The fee is read from proposalFee() and sent with the call. Gas is floored well above the estimate on purpose: propose mints <id>.dao.wei in a swallowed try/catch, so eth_estimateGas returns a limit where that naming runs out of gas and the description is silently never written on-chain.
